QuEST Forum publishes the TL 9000 Requirements and Measurements Handbooks as the definitive guides to implementing the TL 9000 quality management system and performance measurements to assess progress and evaluate results of its implementation.

The TL 9000 Requirements Handbook Release 5.0 contains all of ISO 9001:2008 plus 92 additional requirements specifically addressing the needs of quality management system in telecommunication organization. This handbook becomes effective November 15, 2009.

The TL 9000 Requirements Handbook Release 4.0 contains all of ISO 9001:2000 plus 90 additional requirements specifically addressing the needs of quality management system in telecommunication organization. This handbook becomes obsolete November 14, 2010.

The TL 9000 Measurements Handbook Release 4.0 is a comprehensive guide to measurements processing, usage, responsibilities and requirements. It identifies performance measurements in the key areas of hardware, software, common, outage and service quality.
